Scope: Series consists of a portrait of Mrs. Ruth Payne Burgess by Thomas Waterman Wood, a portrait of her granddaughter Ruth Payne Burgess II, and a photograph album of Redstone dating from the 1890' s to circa 1910. Redstone, 26 Terrace St., Montpelier, Vermont was built for the Burgesses in 1891. Ruth Burgess was an artist and her husband John was a political science professor at Columbia University. The building has housed the Vermont State Police, the Office of Secretary of State, and the Department of Mental Health. These items are on loan from Columbia University.

Scope: Series consists of six bound volumes of applications presented to the City Court of Burlington to become a naturalized citizen of the United States. Applications contain applicant’s name, age at time of application, country of origin, intention to become a United States citizen and renounce allegiance and fidelity to any foreign state or sovereignty, request before the Court to be admitted as a United States citizen, and declaration of support for the Constitution of the United States. If accepted, the application is signed and includes a date for when the certificate of citizenship was issued. Each volume has a name index.

Houston, the studio owner, was a photographer based in Waterbury beginning about 1900 and was based in Montpelier beginning in the 1920's. After he died in 1942, the studio continued under different ownership. The photos are of state government buildings, governors, legislative groups (1931-1963), as well as non-government buildings, businesses, people, and town and mountain views.

Scope: Series consists of records from the Eugenics Survey of Vermont (1925-1936), a privately funded organization organized and directed by Henry F. Perkins, former chairman of the University of Vermont’s Zoology Department. The Eugenics Survey of Vermont led to the formation of the Vermont Commission on Country Life and its survey work. The series also includes records, newspaper clippings, programs, journal articles and other materials related to the Vermont Commission on Country Life. The series documents rural Vermont life and communities, and includes background reference material as well as detailed pedigrees of individuals being studied.

Scope: Series consists of a jail register. In 1876, the General Assembly issued an act authorizing the keeping of a jail register. Sheriffs were required to provide the jails in their counties with "bound books, at the expenses of the State, suitable for a convenient register". By law, registers included the names of all prisoners, residence, time of commitment, for what cause, by what authority, descriptions of prisoners, including age, occupation, place of birth, height, eye color, hair color, complexion, additional identifying features, and the date of discharge, and by which authority, or the time and manner of escapes.

The boundary had been defined by treaty and most of it surveyed by 1874. Between 1874 and 1908 the boundary had become overgrown and monuments obliterated. Beginning with the creation of the commission in 1908, the United States / Canadian boundary was resurveyed and mapped.

Scope: Series consists of minutes, correspondence, legal documents, reports, financial records, personnel records, contract drawings, photographs (including panoramic photos), newspaper and magazine articles, and advertising brochures. The commission was created by a compact between New York and Vermont on May 11, 1927. The records document the commission's functions and activities in the construction, maintainance and operatation of the Lake Champlain Bridge, the Rouses Point Bridge, and the rebuilding of the Rouses Point Bridge in 1987. There are some records dating 1920 to 1927 (before the commission was formed) that document preliminary plans to build a bridge.

Hertford was created by a New Hampshire grant in 1761, and New York issued a confirming patent in 1766. The name was changed to Hartland in 1782 by the Vermont legislature. Saltash was created by a New Hampshire grant in 1761 and was issued a confirmatory patent by New York in 1772. The name was changed to Plymouth in 1797 by the Vermont legislature.

Scope: Series consists of a document executed on October 7, 1790 declaring the consent of the New York legislature for Vermont to join the United States. The declaration stated that New York would no longer claim jurisdiction over lands within the state of Vermont, and in exchange, Vermont was to pay New York thirty thousand dollars. This declaration (called the New York / Vermont agreement) paved the way for Vermont's entry into the union on March 4, 1791.

Pierson Ostrow was on the Housing Committee of the NAACP in Burlington. The Fair Housing Law, Act No. 92 (1967) concerned discrimination in the sale or lease of real estate and created a commission on human rights.

The Sand Bar Bridge Company was first chartered by the General Assembly in 1826 and began operation in 1849. Pursuant to Act No. 253 (1906), the stockholders voted to "convey all of its real estate and appurtenances thereto, wherever situated, and all the books of the company to the State of Vermont."

Scope: Series consists of correspondence, plans, blueprints, bidding forms, and contracts relating to the building and upkeep of the Newport Federal Building. The Newport Federal Building was built in 1902-1904 to house the Post Office, Court House, and Custom House. Most of the correspondence (dating from 1902-1904) is from the supervising architect at the U.S. Treasury Department (James Knox Taylor) to the Superintendent of Construction. There are also original plans or the building and materials relating to an elevator, painting, and handicapped accessibility. There is a postmaster's record of coal consumption (1935). The building is currently on the National Register of Historic Places.

Also includes explanatory correspondence. The questionnaires are arranged alphabetically by county, then alphabetically by town, village or district. There are three cubic feet of county statistics (arranged alphabetically), state summaries, correlation with state finances, forms and form letters, incorporated district list, mailing list charts and reports, miscellaneous correspondence, numbers receiving old age assistance and population studies. Also included is information pertaining to expenditures on the state and town highway systems (1935 - 1937), reports of special commissions, miscellaneous and UVM publications, summaries of old age assistance (burials, 1937 - 1952; and grants,1936 - 1952), state aid to towns (1930 - 1938), bob cat and rattlesnake bounties, correlations using auditor’s cards and treasurer’s reports, miscellaneous state aid and national forest receipts apportioned to towns. Scope: The Historical Records Survey began in 1936 under the direction of the Works Project Administration. The objective of the Survey was to discover and preserve materials important to the research of American history. The Survey in Vermont produced 48 volumes (13 boxes) of published records inventories including: inventories of town, village and city archives (34 volumes), inventories of church archives (3 volumes), calendar of Ira Allen papers held by the University of Vermont (1 volume), index to the Burlington Free Press held by the University of Vermont (8 volumes), public laws of Vermont relating to the duties of town clerks (1 volume) and the "Final Report and Inventory of the Vermont Historical Records Survey" (1 volume). There are reportedly two sets of inventories. Also included are published inventories of state, county, municipal, probate, church and federal archives throughout the country. Inventories of federal archives throughout the USA include the following agencies: federal courts (Series II, 1939), treasury (Series III, 1939), war (Series IV, 1938), justice (Series V, 1938), navy (Series VII, 1939), agriculture (Series IX, 1939), commerce (Series X, 1940), labor (Series XI, 1940), veterans administration (Series XII, 1939), and miscellaneous (Series XVII, 1941). There are multiple copies of most booklets. Included are five microfilm reels containing abstracts of laws, 1788 - 1910, governing and / or affecting state, county and town offices. The series also contains 38 boxes of unpublished inventories of town and church records and one box of town histories compiled by the WPA. The unpublished materials may be found in various stages of completion. Three additional boxes of miscellaneous records have neither been appraised nor inventoried.

Scope: Artificial collection of the State Archives. Series consists of a microfilmed copy of O'Callaghan's work. In 1830, Rev. Jeremiah O’Callaghan became Vermont’s first resident priest from the Diocese of Boston. A native of Cork, Ireland, O’Callaghan’s eccentric notions on the question of usury caused tension between him and the bishop of his native diocese. This led to his relocation to Burlington in 1830 by Bishop Fenwick, where he remained until 1854. O’Callaghan built St. Peter's church in Burlington in 1832, and died in Holyoke, Massachusetts, February 23, 1861.

Scope: Artificial collection of the State Archives. Series consists of reports, correspondence and maps relating to the boundary line between New York and Vermont. There is an 1814 map and a description of the boundary line created by the commissioners who were appointed in 1812 by the legislatures of Vermont and New York. (In 1812, the Vermont and New York legislatures authorized the erection of monuments of the line established in 1790 between the Massachusetts state line and the Poultney River below Lake Champlain.) There is a 1904 report and correspondence concerning the 1903-1904 survey of the boundary. There is correspondence relating to the 1980 survey and a 1985 addendum to the report entitled "State Line Perambulation Survey 1980, New York-Vermont".

Scope: The series documents the 26th Division, American Expeditionary Force in World War I. Known as the "Yankee Division" because it was primarily comprised of units from New England, the 26th Division saw combat in the Chemin des Dames sector; La Reine and Boucq sectors; during the Aisne-Marne offensive; at the battle of St. Mihiel; and during the Meuse-Argonne offensive. The series contains speeches, correspondence, newsclippings, printed material, and unit histories documenting the entire 26th Division, and includes records specifically related to the 1st Infantry Regiment, Vermont National Guard.

Scope: Correspondence, registers, bulletins, orders, and broadsides document the Selective Service System in Vermont from 1917 to 1920. The records of local Selective Service boards, 1917 - 1919, contain lists of men ordered to report to their local boards for military duty and transported to various mobilization camps; lists of men inducted (both voluntary enlistments and drafted men) and entrained; information on men with remediable defects; physical examination reports; town listings of men in service; discharge notices; and correspondence regarding credits, discharges, rejections and other Selective Service matters. These are arranged by local board, generally one for each county. Administrative and accounting records of Capt. Stephen Cushing, Disbursing Officer and Agent of the United States in Vermont, also record activities of the Selective Service System in the state. Correspondence between the Provost Marshal General's Office in Washington, D.C. and Capt. Cushing further document the program. The series also includes broadsides, including two recruiting posters urging voluntary induction, both undated, and a proclamation from President Woodrow Wilson regarding Selective Service registration, 31 August 1918.

Scope: Series consists of photographs that primarily document road and bridge construction and repairs. Lantern slides from 1909-1914 depict steam drills, blasting, men at work, clay roads, muddy roads, washed out roads, ice jams, steel bridges, wooden bridges and general scenic shots. Photographs dating from 1919 to the 1930's include aerial shots, bridge and road construction, historic sites, lakes and lake roads, winter scenes, mountains and mountain roads. The massive destruction of the 1927 flood is documented as is flood reconstruction. Many of these photographs are Vermont Federal Aid Projects and Vermont Flood Relief Projects. There are a few photos from the 1940's and early 1950's showing snow plowing, sanding, weed spraying, snow fences and muddy roads. There are 36,655 images taken by the Right-of-Way Division between 1958 and 1978, that primarily document the building of the interstate. (See related series HG-129, Highway Right of Way Interstate and Non-Interstate). There are also 45 photographs of the 1992 flood. There are eight Department of Highways films, dating from 1929-1957.

Scope: John Howe, Jr., was Vermont's agent for the relief of soldiers' families from 1861 to 1866. One letterpress book contains correspondence with concerned parties making solicitations for or rendering accounts pertaining to the financial needs of soldiers' families. Most of the correspondence with town relief agents explains the provisions of the laws relating to expenditures of state aid. The volume also contains a photocopy of the published Report of John Howe, Jr., Relative to State Aid for Soldiers' Families in Vermont, From Oct. 1, 1861 to Sept. 1, 1862. The one-volume abstract was used to compile information from various towns for inclusion in the report.

The purpose of the board was to conduct a complete and thorough investigation into all of the facts and circumstance including, but not limited to, any and all acts of violence or threats and the conduct and performance of state officials.

They may include writs, affidavits, depositions, subpoenas, verdicts, pleas, motions, warrants, indictments, recognizances, mittimuses, bonds, bills of costs, witness certificates, transcripts, documents relating to appeals, and supporting documents such as deeds, promissory notes, statements and inventories. Case files are arranged in docket order by court term. Prior to1895, a case which continued over several court terms was assigned a different docket number for each term, but should be filed under the docket number assigned for the term in which the case ended. After 1895, each case kept the same case number from term to term. Within a given court term, case files may be divided into cases which reached a judgment or verdict, and cases which ended before judgment. Judgments in docket order are followed by discontinuances in docket order. If the court clerk did not separate the two types of cases there will be one docket sequence of case files for that term. Miscellaneous files include court administration documents such as jail reports, jury venires, vouchers for costs from court officials or witnesses, financial accounts, documents related to licensing of public houses, and bar admission recommendations. There may also be inquests, poor debtor oaths, and case files unrelated to docketed cases. From 1900-1917 probation reports are included in miscellaneous court documents.

Scope: The series consists of court dockets, one judge’s docket and one bar docket. Court dockets, kept by the court clerk, are court calendars which record all cases in order for each court term, assigning a unique number to each case. Docket numbers change from term to term until 1895, when each case retains its original number through all court terms. Docket entries include plaintiff and defendant, attorneys, jury members, and a brief summary of action taking place that court term. Entries often include court costs for a case. Dockets also record other information for each court term, including jury lists, admissions to the bar, appointment of county officials, granting of liquor licenses, court administrative costs, and new court procedural rules. All dockets except the first volume are indexed by plaintiff. Beginning in 1860 the separate chancery court docket comprises a section of the county court docket books. Beginning in 1909, divorce and criminal cases have their own docket sections, but civil, criminal and divorce cases continue to be combined in one docket number sequence. Judge Adolphus Holton’s 1866 docket includes a calendar of cases and brief notes on some of them. The printed June 1969 Caledonia bar docket lists judges, lawyers, court officials, court rules, and each docketed case for that term.

Scope: Series consists of Supreme Court and County Court dockets for Bennington, Chittenden, Washington, and Windsor Counties prior to 1825. This compilation was part of a pilot project to "initiate the microfilming, centralizing, and indexing of selected Vermont Supreme and County Court records prior to 1825," which was funded by a National Historical Publications and Records Commission (NHPRC) grant (Potash and Hand, Litigious Vermonters: Court Records to 1825, 1979?). The records provide names of litigants, attorneys, type of case, disposition and whether a jury trial was held. These dockets constitute the best single source for Vermont legal history prior to 1826, and much of contemporary Vermont society is reflected in its litigation. The records are also important to social and economic historians. There was no Supreme Court Recorder until 1923, and County Court decisions were not reported.

Scope: Series consists of declarations for pensions for soldiers who were wounded or disabled in the War of 1812. The declaration for pensions were required by the Pension Office in the U.S. War Department for a pension to be granted in cases "where the discharge and surgeon's certificate have been lost or destroyed, or where they have never been originally granted". The declarations were "sworn before a judge of the United States' court, or some state judge, or justice of the peace". Many of the declarations in this series were sworn by a justice of the peace in Orange County Court.

Scope: Case files include all of the documents generated during the process of a chancery court trial, and may be extensive, minimal or nonexistent for any given case. Most documents are related to real estate foreclosures, and include a bill of foreclosure, a master’s report that calculates the amount owed on the mortgage, and a decree of foreclosure if the plaintiff wins the case. Supporting documents often include mortgages, deeds, promissory notes and receipts. Subpoenas, affidavits, depositions, motions, pleas, bills of costs, and testimony transcripts may also be included. Cases involving requests for injunctions include a bill of complaint and the defendant’s answer to the bill. There may also be findings of fact and temporary or permanent injunctions. A third category of chancery case files includes documents related to dissolving business partnerships and corporations and placing businesses in receivership. Chancery case files are arranged in docket order for each court term. Until 1895 a case which continued over several court terms was assigned a different docket number for each term, but should be filed under the docket number assigned for the term in which the case ended. After 1895 each case kept the same case number from term to term. Note that pre-1840 chancery court case files are included with supreme court case files (see Series SUPR-CA-003), since chancery court was held by the supreme court during that period.

Scope: Series consists of photographs that document agricultural activities in Vermont. Included are photographs of dairy, sheep, poultry, tobacco, potato and Christmas tree farms as well as apple orchards, ice harvesting, and maple syrup production. There are scenic shots of farms showing the harvesting of wheat, haying, grazing cows, farm buildings, farm machinery, and horses pulling farm machinery. There are a number of photos showing Vermont's involvement in the Eastern States Exposition from 1929 to 1952 as well as other exhibitions and fairs. The department's attempts to control pests and combat Dutch Elm disease are also documented.

The Coordinator’s position was established by No. R-49 (1969), to provide economy in the operation of the state farms. This program and three of the state farms were discontinued by the 1971 Legislature.

Tuberculosis eradication war maps, circa 1930's.

Scope: Series consists of maps of towns and town areas that show buildings, roads, private roads, cemeteries, schools, and streams in Vermont. The maps were created to eradicate bovine tuberculosis. The legislature appropriated money to help eradicate bovine tuberculosis as early as 1896. Act 68 of 1933 provided for the early completion of the initial tests for the eradicaton of bovine tuberculosis. Governor Stanley Wilson declared in his 1935 farewell address that the "great work of freeing the dairy industry in Vermont from the handicap of this disease will soon be completed."

Vermont Dairy Industry Transportation Plans, 1943 - 1945.

Scope: This collection contains the Vermont Dairy Industry's transportation plans for the more efficient utilization of motor vehicles and equipment used in the transportation of dairy products. Plans were approved by the Vermont Dairy Industry Transportation Advisory Committee in conjunction with the state and national Offices of Defense Transportation. Summary sheets describe the various milkshed areas, the number and location of plants and producers, the number of haulers and the location of their routes, proposed relocations of routes, the effect of regulatory laws, haulers suspending operations and a general statement of participation. The collection also includes maps of county milk producers (most of which were prepared by the Federal Milk Market Administrator and published by the Vermont Highway Department in 1943), showing milk transportation routes as they were and following revision. There are also hauler surveys noting the name of the hauler and the names and dairy numbers of those along a particular route. Other information might include correspondence, much of which represents protests by various dairy farmers to the new routes, and lists of producers and vehicles (with can capacity and route mileage) delivering milk to various co-ops, dairies and creameries. Notes: Arranged alphabetically by milkshed area. The maps included in this collection are color-coded and thus do not translate well to microfilm. Although these maps were filmed for preservation purposes, the originals should be consulted.

Scope: Series consists of a card index that documents individuals convicted of crimes in Vermont. The information includes names, dates of birth, occupation, convictions, sentences, and commitment and parole information. The majority of the records are on microfilm and are arranged in two alphabetical ranges. Cards documenting inmates who were convicted of crimes that resulted in death were not microfilmed and are filed separately alphabetically. Some entries include social security numbers which are exempt from public inspection.
