Classifying public records statutes by record type and content provides public employees and citizens a clearer understanding of what records are restricted, why they are restricted, and the circumstances in which access may be provided. The Vermont State Archives and Records Administration (VSARA) has classified more than 200 statutes into less than 25 categories based on record types (such as "adoption record") and record content (such as "personally identifiable information" or PII).
