Helpful Tools
The Office of the Secretary of State has prepared this website to help agencies understand and navigate the APA Process. In addition to the list of helpful tools below, the Office of the Secretary of State conducts training seminars through the Cyprian Center twice a year.
The training is free of charge and lasts approximately 4 hours. The seminar discusses the history of the APA Process and the role of ICAR, LCAR, and the secretary of state in the process. The seminar discusses the progression of a rule through the filing process, and how to avoid common pitfalls along the way, but does not discuss how to draft the text of rules.
The following tools are intended to aid you in the APA Process:
Time Table - Dates established by statute that govern the APA Process (includes the statutory references).
Rules at a Glance - A quick checklist of the required components for each filing. Please make sure to check the instructions for each filing for more detailed information.
Publication Calculator - A utility for projecting the time frames of filings to plan for hearings etc. based upon statutorily required time limits.
FAQs - A page of frequently asked questions and the answers.
