Health Insurance Claims Administration Rule

Vermont Proposed Rule: 09P008

AGENCY: Dept. of Banking, Insurance, Securities & Health Care Administration

CONCISE SUMMARY: This rule will establish a process for the creation of uniform standards, including electronic transaction standards, for health insurance claims administration and adjudication, including but not limited to standards relating to claims forms, patient invoices and explanation of benefits forms, the use of payment codes, claims submission and processing procedures, and the prior authorization process.

TYPE OF PERSONS AFFECTED: Health insurers, health care facilities and providers, and all individuals who receive care in the health care system. The State of Vermont will be affected for all State run or funded health plans.

COST BENEFIT ANALYSIS: The economic impact of this rule is minimal. As standards are developed and implemented in anticipated amendments to this rule, initial compliance with the standards may have associated costs. The measurement of cost savings following implementation is difficult to calculate at this time.

Vermont Fire & Building Safety Code - 2008

AGENCY: Public Safety

CONCISE SUMMARY: The Vermont Fire & Building Safety Code establishes the minimum standards to protect the public from fire, explosion, hazardous materials, dangerous structural conditions and carbon monoxide poisoning. This rule consolidates the Rules for Automatic Fire Suppression Systems at Gasoline Stations into these rules and updates the code by adopting more recent editions of the same national codes and standards that are currently adopted. More prescriptive standards supplement the current performance standards for existing and historic building rehabilitation to enhance consistency and predictability. Public safety is improved by additional requirements for periodic inspections of heating appliances in existing buildings, marking heating system vents and more use of photoelectric smoke alarms to improve escape time from smoldering fires. Certification of compliance with energy standards is now required. Standards are reduced for the construction of firewalls in most commercial buildings.

TYPE OF PERSONS AFFECTED: The fire service, general public and building owners/managers are directly affect by this rule for the operation and use of public buildings. Design professionals including architects and engineers, and contractors, sub-contractors and businesses that provide building materials and equipment are affected by this rule for new construction and alterations of public buildings. State or municipal government entities that own or use buildings are affected by this rule similar to privately owned buildings. Homeowners and owners of working farms are not affected by these rules. The definition of a "public building" is contained in Annex I of these rules. A more comprehensive list of people and organizations affected by this rule are included under the "public input statement".

COST BENEFIT ANALYSIS: This rule is designed to reduce loss of life, injury, property loss and the economic impact from fire and similar emergencies. Each year in Vermont an average of 11 people die, 1,000 people require treatment at an emergency department and between $64 & $90 million of property is lost from fire. Approximately 1/2 of businesses that have a fire do not re-open or are forced to close. The public expects safety regulations to protect people and property. This Code is adopted to provide minimum requirement for building operation and the maintenance of existing buildings. There may be additional requirement for a change of use in existing buildings where the new use puts people more at risk and there are also more requirements for construction of new buildings. The use of new technology and reduced regulations may decrease the cost of certain construction but some changes for new construction will incrementally increase the cost. Additional details are included in the "economic impact statement".
