Dog, Cat and Wolf-Hybrid Spaying and Neutering Program and Fund Rules (Proposed Rule Change to 05-012)
Vermont Proposed Rule: 08P021
AGENCY: Agriculture, Food & Markets
CONCISE SUMMARY: We are proposing changes to the rule that would tighten the qualifications for eligibility for participation in the Vermont Spay and Neuter Incentive Program (VSNIP). The changes also include an increase in the co-pay by the participants. The requirements for the duties of the administrator are being reduced. The effect of these changes would be to lower administrative costs and to help the program ensure that truly low income Vermonters are using VSNIP.
TYPE OF PERSONS AFFECTED: Agency of Agriculture, Veterinarians, State Treasurer's Office, dog licensees, and persons of low income who own dogs and cats.
COST BENEFIT ANALYSIS: Dog and cat owners of low income will have a small increase ($15) in their co-pay. Veterinarians should be unaffected. Administrative costs should decrease which would allow VSNIP to service more people.

Pharmaceutical Manufacturer Fee
Vermont Proposed Rule: 08P022
AGENCY: Human Services
CONCISE SUMMARY: This rule establishes a fee on pharmaceutical manufacturers and labelers of prescription drugs that are paid for by the Office of Vermont Health Access. The fee shall be collected in November 2008 from pharmaceutical manufacturers and labelers. This initial fee will be based on calendar year 2007 spending. For successive years, the fee based on the previous calendar year spending shall be collected beginning in February in the following calendar year.
TYPE OF PERSONS AFFECTED: Pharmaceutical manufacturers and labelers of prescription drugs and the Office of Vermont Health Access.
COST BENEFIT ANALYSIS: The fee will be collected in the evidenced-based education and advertising fund. This fund will be used to fund the evidence-based education program which will establish a pilot project to distribute vouchers for a sample of generic drugs. This education program will help to maximize the well-being of Vermont Residents and contain health care costs for prescription drugs.
