Revision to Rules & Regulations - Visitor Conduct & Fees and Charges for State Park Services and Commercial Activities on Department Lands.

Vermont Proposed Rule: 08P008

AGENCY: Natural Resources; Forests, Parks & Rec.

CONCISE SUMMARY: Changes to the rules will allow deviating from the standard quiet hours restriction at some campgrounds at the discretion of the Commissioner of Forest, Parks and Recreation; will permit all school groups reduced day use admission, increases the cleaning deposit and rubbish removal charges at Kingsland Bay State Park; and permits reservation of dockage at Burton Island State Park.

TYPE OF PERSONS AFFECTED: Altering quiet hours at some campgrounds benefits both the campers who desire earlier hours and those who desire later hours. The purpose is to reduce current conflicts between the two. Reducing school group admission fees should increase school group use to the benefit of teachers, students and their families. Changes in deposit and rubbish removal fees at Kingsland Bay will affect only those with large events at the park. The deposit may be returned and the rubbish fees merely offer some convenient alternatives for visitors. The only people affected by reserving dock space at Burton Island are the people who take advantage of the convenience and those who arrive without reservations to find no space available. Once people become aware of the reservation option, there should be very few people negatively affected.

COST BENEFIT ANALYSIS: Altering quiet hours will have no economic impact other than to increase revenues, in theory, due to enhanced visitor satisfaction. Reducing school group day use fees should reduce revenue by approximately $10,200. This should be offset somewhat by increased activity resulting from both school use and follow up family visits. Increasing cleaning deposits should have a neutral effect if returned and if kept, it more closely reflects the real cost of clean up. Changing rubbish removal costs should have a neutral effect. Reserving dock space is for convenience of visitors and as such should, in theory, result in some modest increased revenue.
