Vermont Child Care Tuition Assistance Program Regulations

AGENCY: Dept. for Children and Families (DCF)
CONCISE SUMMARY: The proposed Child Care Tuition Assistance Program Regulations substantially revise the program that provides child care subsidy assistance to eligible Vermont families. The rule clarifies specific measures, qualifications and review for program eligibility and sets standards for a major service component of the Vermont Child Care Program.
TYPE OF PERSONS AFFECTED: Young children nurtured by well trained early childhood caregivers; parents and relatives of children eligible for this program who will be able to find or maintain work or attend training leading to employment or receive family support who otherwise would not be able to afford child care. Children with intensive behavioral/emotional needs. Vermont Child Care Industry: Licensed, Registered and Certified child care providers; Department of Education (Schools, Food Program); Employers, businesses and communities; Vermont's workforce; Economic Services (Reach Up); Child Welfare and Youth Justice (Social Services, Adoption, Foster Care); Office of Child Support.
COST BENEFIT ANALYSIS: The Child Care Tuition Assistance Program serves over 9,000 eligible children annually; 800 of these children have been or are at risk of abuse or neglect. 75% of the families receiving a child care subsidy are single parent households with an average monthly income of $1,218. There are an estimated 37,500 working parents who rely on child care services and are employed by over 11,000 Vermont businesses.
SCHEDULED HEARINGS: Four public hearings are scheduled: 2 on-site and 2 via interactive TV sessions. Onsite hearings will be held Wednesday, March 12, 2008, 5:30 - 7:00 PM at Windham Child Care Association, 130 Birge St. Brattleboro, VT. and Wednesday, March 19, 2008, 6:00 - 8:00 PM at Child Care Resource, 181 Commerce Street Williston, VT. Inter-active TV hearing sessions will be held Thursday, March 13, 2008, 4:00 - 6:00 PM at the following sites: Mt. Anthony Lodge (Basement) 504A Main St. Bennington, VT.; Stafford Academic Center, Castleton State College, Room 142, Castleton, VT.; Morrill Hall, VT. Technical College, Room 102, Randolph Center, VT.; Stanley Hall, State Office Complex, 103 S. Main St. Waterbury, VT.; and the VT. Interactive TV Site, Blair Park, 451 Lawrence Place, Williston VT.; Community College of Vermont (CCV) Learning Center, 145 Billings Farm Rd. White River Jct., VT. and Thursday March 20, 2008, 5:30 - 7:00 PM at the following sites: Johnson State College, 337 College Hill, Johnson, VT.; VT. Fishing - Muskie , Walleye, Winooski Tributaries.
Vermont Proposed Rule: 08P006
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: The 3 parts of this regulation change proposal will: 1) reduce muskellunge catch limits from one fish per day to zero and establish a catch-and-release only season statewide, 2) combine walleye fishing regulations in Inland Waters and Lake Champlain and combine regulations for walleye and sauger. The statewide aggregate daily bag limit will change from 5 fish to 3 and the statewide fishing season will be from the first Saturday in May to March 15. Some inland waters currently have no closed season. The statewide minimum length limit for sauger and walleye will become 18 inches (an increase from 15 inches to 18 inches for inland waters), 3) apply the spring spawning closure regulation to protect spawning rainbow trout (Closed to fishing from the second Saturday in April through May 31) to the lower reaches of 4 additional tributaries of the Winooski River - Pinneo, Ridley, Joiner and Preston Brooks.
TYPE OF PERSONS AFFECTED: Trout, muskie and walleye anglers, VT Dept. Fish & Wildlife. Walleye - New York DEC has proposed the same changes to NY's Lake Champlain walleye & sauger regulations. They are scheduled to take effect on October 1, 2008.
COST BENEFIT ANALYSIS: No negative impacts anticipated. Improvements in walleye, and muskie and Winooski River trout fishery may generate increased sales for local tackle shops, general store, Dept. fishing license sales.
SCHEDULED HEARINGS: There are 3 scheduled hearings for this proposed rule. Location and dates are: March 11 at the Essex District Fish & Wildlife Office Conference Room in Essex Junction; and March 12 in the Skylight Conference Room at the Agency of Natural Resources Office complex in Waterbury. All meetings are scheduled from 6:00 pm to 8:00 pm.
