Regulation I-2007-04, Military Sales Practices Regulation.

Vermont Proposed Rule: 07P057

AGENCY: Dept. of Banking, Insurance, Securities & Health Care Administration

CONCISE SUMMARY: The rule will regulate the marketing of life insurance products, including annuities, on and off military bases as set forth in the Military Personnel Financial Services Protection Act (Public Law No. 190-290) passed by the United States Congress and signed by President Bush on September 29, 2006.

TYPE OF PERSONS AFFECTED: Members of the armed services who are on active duty. Reservists and National Guard Members who are on full time duty in the active military service or full time training or in a drill status. Insurance producers, Insurance companies and Agencies and the Vermont Department of Banking, Insurance, Securities and Health Care Administration.

COST BENEFIT ANALYSIS: The economic impact will be small in the State of Vermont. There are no military installations housing active duty armed forces personnel in the state. The regulation will not increase or decrease the sale of life insurance products, including annuities in the state.

SCHEDULED HEARINGS: January 10, 2008 2:00 pm - 3:00 pm at Vermont Department of Banking, Insurance, Securities and Health Care Administration, 89 Main Street Montpelier, VT 3rd Floor Conference Room.
