PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. VOSHA Rule: Subpart S Electrical

AGENCY: Dept. of Labor
CONCISE SUMMARY: VOSHA is revising its electrical installation standard in §§ 1910.302 through 1910.308 of Subpart S and definitions in § 1910.399 in order to reflect the most current practices and technologies in the industry. The revised standard strengthens employee protections and adds consistency between OSHA's requirements and many state and local building codes which have adopted updated National Fire Protection Association (NFPA) and National Electrical Code (NEC) provisions. It updates Subpart S requirements to the 2000 edition of the NFPA 70E, which is based on the 1999 edition of the NEC.
TYPE OF PERSONS AFFECTED: General Industry employers and employees in the public and private sector. All employees that work on energized circuits.
COST BENEFIT ANALYSIS: OSHA estimates the total cost per establishment to be $12.36 for industries that handle flammable and/or combustible liquids, vapors, gases, dusts, and/or fibers and $10.44 for establishments in all other industries. This estimate will hold true for Vermont employers. OSHA has estimated the economic impacts for all businesses as a whole. Because the total costs are low (under $13.00 per establishment) OSHA has projected no significant impacts from the rule on small entities.
