PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Health Care Price and Quality Transparency Rule.
Vermont Proposed Rule: 07P053
AGENCY: Dept. of Banking, Insurance, Securities & Health Care Administration
CONCISE SUMMARY: This rule will make available health care price and quality information, in order to help insured and uninsured individuals make appropriate decisions when purchasing health care. The rule will require health insurers with at least 5% of Vermont's insured population to provide comprehensive information to their insureds about the price and quality of hospital services, physician services, prescription drugs, and equipment and supplies. Price and quality information requirements will be phased-in, starting in 2008. For uninsured individuals, hospitals and large provider practices will be required to provide information about quality and charges, and about free care policies and government assistance programs.
TYPE OF PERSONS AFFECTED: Those who will be affected by this rule include: insured and uninsured consumers, hospitals, doctors and other health care facilities and providers, employers and others who pay for health insurance, health insurers, government health insurance programs such as Medicaid and SCHIP (State Children's Health Insurance Program), and other participants in Vermont's health care system.
COST BENEFIT ANALYSIS: Consumers will have the information needed to make informed health care spending decisions. Businesses who provide coverage will indirectly benefit as a result. Hospitals and doctors will have additional demands on their time responding to health insurer quality assessments, but such insurers will incur costs to develop and maintain information systems, but should benefit from stronger customer relations and informed consumers.
