PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. The public notices for administrative rules are now also available online at http://vermont-archives.org/aparules/ovnotices.htm The law requires an agency to hold a public hearing on a proposed rule, if requested to do so in writing by 25 persons or an association having at least 25 members.

School Bus Idling
Vermont Proposed Rule: 07P052
AGENCY: Dept. of Education/Board of Education
CONCISE SUMMARY: State Statutes require the adoption of rules establishing school bus idling parameters on school grounds. This rule will restrict vehicle idling on school premises except under specifically defined circumstances.
TYPE OF PERSONS AFFECTED: School districts, school boards, school officials and staff, transportation companies involved in contracts with school districts, students, Department of Education.
COST BENEFIT ANALYSIS: Because the current situation with each school district related to its buses differs widely, cost implications are expected to range from negligible to modest. School districts may experience administrative costs including administration of the rule, communicating it to parents and staff, training bus drivers, and addressing complaints of non-compliance. Transportation contracts and vehicles may need to be modified at some expense to school districts. Retrofitting of buses will not be necessary in most cases. School Districts will benefit from a small fuel savings as a result of the idling restrictions.
SCHEDULED HEARINGS: Public meeting will be held December 4, 2007, 2:00 p.m. - 2:30 p.m. or until all comments have been heard at 133 State Street, Montpelier, VT in the 4th floor conference room.
DEADLINE FOR PUBLIC COMMENT: December 12, 2007.
