Regulation I-2000-02, Continuing Education Requirements for Insurance Producers, Amended.
Vermont Proposed Rule: 07P039
AGENCY: Dept. of Banking, Insurance, Securities & Health Care Administration
CONCISE SUMMARY: The continuing education requirements for insurance producers in Regulation I-2000-02 would be amended as follows: (i) to adjust the 2-year reporting period to coincide with the due date for annual renewal of an insurance producer's license; (ii) to add a requirement that 3 of the 24 required continuing education credits be for courses covering ethical conduct of insurance producer activities; and (iii) to add a one-time requirement for insurance producers licensed to write property and casualty insurance to take a 3-hour course on the National Flood Insurance Program.
TYPE OF PERSONS AFFECTED: Insurance Producers, Insurance Companies and Agencies, Continuing Education Providers and the Vermont Department of Banking, Insurance, Securities and Health Care Administration.
COST BENEFIT ANALYSIS: The proposed amendment to require ethics and flood insurance education does not increase the total number of hours of continuing education required. The cost of continuing education ethics and flood insurance courses is comparable to the cost of other continuing education courses, so the requirement of these courses will have no economic impact on insurance producers or insurance companies. Requiring these courses will have a positive impact on consumers as a result of improved insurance sales practices resulting from the course requirements. The proposed change to the review period will have no economic impact on insurance producers or insurance companies; it will reduce the administrative burden of tracking producer licensing requirements, as the license renewal period and the continuing education period will be the same.
