By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Housing Division Rules
Vermont Proposed Rule: 07P038
AGENCY: Commerce and Community Development.
CONCISE SUMMARY: The Department of Housing and Community Affairs is proposing to amend its Housing Division Rules. The proposed amendments include updating some terminology and other minor clarifications; make the requirements for electric service connections consistent with State electrical regulations; provide more specificity to the habitability standards for roads within mobile home parks; and amend the affordability criteria for the charitable housing investment tax credit rules to ensure consistency with Act 116 of 2006.
TYPE OF PERSONS AFFECTED: Mobile home park residents and owners, Vermont taxpayers interested in charitable housing investments, "eligible housing charities", the Department of Public Safety, Division of Fire Safety.
COST BENEFIT ANALYSIS: The amendment to the electric service rule may impose a one time cost of approximately $300 per connection to park owners hooking up mobile homes, and could increase cost of maintaining roads to the new standards. These costs may be passed on to residents in lot rent. The changes in Part IV bring the rules up to date with Act 116 of 2006 and may have a positive effect on investors and housing charities by easing affordability criteria for housing developed with these funds.
