By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Immunization Regulations
Vermont Proposed Rule: 07P034
AGENCY: Human Services, Department of Health
CONCISE SUMMARY: This is an amendment to an existing rule that specifies the immunizations that are required by students prior to entry into school (defined as a kindergarten, elementary, secondary, or post-secondary institution). This amendment adds additional immunization requirements; removes graduate students and persons enrolled half-time in cosmetology or culinary arts programs from the list of persons required to follow these requirements; adds the requirement that any person applying for an exemption must use a form supplied by the Vermont Department of Health, and provides for a schedule which school officials must adhere to in order to verify that students are in compliance.
TYPE OF PERSONS AFFECTED: Physicians, nurse practitioners, physician assistants, nurses, school nurses. School principals, headmasters or other persons in charge of kindergartens, elementary or secondary schools, directors of student health centers, registrars, or other officials in charge of post-secondary schools, parents of students affected by these requirements; students; anti-vaccine advocates and/or those who represent them.
COST BENEFIT ANALYSIS: Physicians, nurse practitioners, physician assistants, and nurses who provide care to children, adolescents and adults will be required to certify that a student has received the required immunizations and, if not, will need to provide such immunizations. School nurses, school principals, headmasters, directors of student health centers, registrars, or other persons in charge of schools will need to verify compliance with these requirements. All of these activities are currently performed under the existing rule. However, as the proposed rule adds new immunization requirements, the time spent in performing these activities will increase. Some of the additional immunizations and the cost to receive them may need to be paid for by the parent or student, insurer, the Department of Health, and/or the office of Vermont Health Access (OVHA).
