Newborn Screening Program Regulations

Vermont Proposed Rule: 07P031

AGENCY: Human Services, Department of Health

CONCISE SUMMARY: The Proposed Rule (1) states the current newborn screening panel in language and terminology of the current nomenclature; (2) adds two new conditions (newborn hearing disorders and cystic fibrosis) to the existing panel for which infants born in Vermont are screened, which brings the revised panel to 29 conditions; and (3) raises the fee charged by the Vermont Department of Health to hospitals for this screening from $33.30 per newborn to $95.00 per newborn.

TYPE OF PERSONS AFFECTED: All newborns born in Vermont and their parents, Vermont birthing hospitals, Vermont Department of Health Newborn Screening and Hearing Programs, certain Vermont medical specialists, and Vermont health care providers who serve families of newborns.

COST BENEFIT ANALYSIS: 1) There will be no procedural change for hospital newborn nursery service staff as a result of the additional conditions. 2) The cost of the service will rise to cover the costs associated with screening and follow-up of the additional conditions. 3) The current fee is, and the increased fee will be, billed to and paid for by the provider hospitals. VDH will not bill parents for screening. Hospitals may recoup screening charges according to their current practices, either by billing the parent's health care payment source or by factoring the cost of screening into the daily rate for routine newborn care. 4) Early identification and treatment of an expanded list of conditions could prevent severe disability and/or death, and, for those affected and treated early, could reduce future health care and educational costs.
