5.100 Regulations Pertaining to Construction and Operation of Net Metering Systems for the Purchase and Sale of Electricity from Small Electrical Generating Systems to and from Electric Companies.

CONCISE SUMMARY: This is an amendment to the existing rule governing the net metering process which is in turn based upon the statutory provisions of 30 V.S.A. Section 219a. The amendment incorporates the recent legislative changed made to 30 V.S.A. Section 219a and the expansion of the rule required under Section 219b. Specifically, these changes include a broader definition of what constitutes a net metering system, allowing for individual and municipal group systems,increasing the number of projects larger than 15 kW that the Board may allow on an annual basis, allowing excess generation to be considered SPEED resources, and allowing credits to be maintained by the customer for a 12-month period before reverting to the utility. Expanding the program in this manner should provide additional opportunities and incentives for customers engaging in net metering and should not have a significant economic impact on utilities.
TYPE OF PERSONS AFFECTED: The existing rule directly affects electric utilities engaged in the operation of any electric transmission or distribution system, and companies engaged in the sale and installation of net metering systems. It also directly affects consumers of electricity who install net metering systems in the State of Vermont. The proposed amended rule will not change the entities affected by the existing rule.
COST BENEFIT ANALYSIS: Generally, the existing rule and the amendments to the rule significantly reduce the costs for all involved in the net metering process by establishing simplified procedures for application for and issuance of certificates of public good pursuant to 30 V.S.A. § 248, and by establishing technical specifications for interconnection that eliminate the need for individual interconnection agreements between the host utility and the net metering customer. The proposed amendments to the rule should have a minimal economic impact.

Scrapie Disease Control
Vermont Proposed Rule: 07P020
AGENCY: Agriculture, Food & Markets
CONCISE SUMMARY: This rule will require official identification of sheep and goats at exhibition or when there is a changed of ownership within Vermont. The rule is designed to help control and eradicate scrapie disease (neurologic sheep and goat disease) within the United States. This rule also helps Vermont meet the requirement for becoming a "consistent state" as outlined in the Code of Federal Regulations (9 CFR § 79.6).
TYPE OF PERSONS AFFECTED: Sheep and goat producers and exhibitors, livestock dealers, state slaughter establishments, extension personnel, accredited veterinarians, and state animal health officials.
COST BENEFIT ANALYSIS: The Agency does not see any adverse economic effects on identified affected people. An unlimited number of tags are available, free of charge, from the United States Department of Agriculture - Animal Plant Health Inspection Service (USDA-APHIS) by calling the toll free number (866-873-2824). Most affected people already identify their animals when sold or exhibited.
