By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Prescription Drug Copayments
Vermont Proposed Rule: 07P006
AGENCY: Human Services
CONCISE SUMMARY: This rule restores the status quo prior to an inadvertent rule change effective 12/1/03 that incorrectly raised the age at which prescription drug co-payments are not required. Co-payments are required at age 18, not age 21.
TYPE OF PERSONS AFFECTED: Medicaid beneficiaries age 18, 19, and 20 and their parents or caretakers; pharmacists, prescribers.
COST BENEFIT ANALYSIS: Leaving the incorrect rule as is would cost approximately $50,000 a year in federal and state dollars, with $20,500 as the state share. Co-payments of $1, $2, or $3 that would otherwise be paid by beneficiaries would be paid by the Medicaid program.

Vermont Access Rules - 2007

AGENCY: Public Safety
CONCISE SUMMARY: The Vermont Access Rules that govern access to buildings for people with disabilities are being updated to incorporate changes in federal law concerning transportation facilities such as bus stations and airports, and to incorporate changes in state law concerning housing. The rules will now include more specific language from federal law to assist users who may not have easy access to federal law. The annex to the rules is being expanded to include information from the federal Fair Housing Act, special provisions for children's use, specifications for ramp design and additional technical assistance. Clarification is provided for the use of elevators and platform lifts, the design of adaptable and visitable dwelling units, as well as the process to obtain a variance from the rules. Altered elements and altered spaces or features to existing dwelling units, as well as the process to obtain a variance from the rules. Altered elements and altered spaces or features to existing dwelling units are required to meet the rules, but selected units are not required to be retrofitted. Consumer information will be posted on site.
TYPE OF PERSONS AFFECTED: People with disabilities, the general public building owners, developers, designers builders and the fire and rescue services. Affected organizations include the Vt. Human Rights Commission, Vt. Center for Independent Living, Division for Historic Preservation, Homebuilders and Remodelers Association, American Institute of Architects, Associated General Contractors, Dept. of Buildings & General Services, Vt. Housing Council, Vt. Chamber of Commerce, Professional Fire Fighters of Vermont, Vt. State Firefighters Assoc., Vt. Career Fire Chiefs and the Vt. Fire Chiefs Assoc.
COST BENEFIT ANALYSIS: These rules incorporate changes in federal and state law without significant economic impact because owners and builders have already been required to meet these laws. Where these rules consolidate and clarify the existing requirements, building owners may see savings in design costs. Owners of buildings containing four or more units will no longer be required to select a unit to meet adaptability standards, but owners may have incremental increases in costs for certain building features when alterations occur. For instance, there is no additional cost to place a thermostat at the required height when it is being replaced anyway, but when a new doorway is installed only a modest increase would be required to increase the size of an interior door from 30" to 34"
