Vermont Fish and Wildlife Regulation # 935, Taking Bear With Dogs.
Vermont Proposed Rule: 07P001
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: The goal of this rule change is to ensure compliance with statutory policy in 10 V.S.A. § 5007. It imposes limits on how dogs may be used to take bear.
TYPE OF PERSONS AFFECTED: Resident and non-resident bear dog owners, the Fish and Wildlife Department.
COST BENEFIT ANALYSIS: This rule change will have a slight negative impact on the number of bear dog permits issued by reducing the number slightly. There will be no significant negative economic impact.
SCHEDULED HEARINGS: None scheduled at this time.

Importation and Possession of Animals for Taking by Hunting.
Vermont Proposed Rule: 07P002
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: This rule will establish a permitting process and the parameters for the taking of animals in enclosures. It prohibits the taking of white-tailed deer, moose, and black bear within an enclosed area. It provides safeguards for Vermont's wildlife resources while establishing criteria for the operation of commercial hunting operations. It will authorize the Commissioner of Fish and Wildlife to gather the information needed to evaluate applications for commercial hunting operations.
TYPE OF PERSONS AFFECTED: Deer hunters, individuals who want to hunt animals in enclosed areas, deer farmers, The Agency of Agriculture, Food and Markets, The Department of Fish and Wildlife.
COST BENEFIT ANALYSIS: This rule is designed to protect the health of Vermont's wildlife, especially deer and moose. In doing so , it may limit the economic opportunities to start new enclosed hunting operations. However, if diseases such as Chronic Wasting Disease of tuberculosis were to enter the wildlife population, a severely adverse impact on the Vermont economy due to lost hunting and viewing expenditures (food, lodging, and equipment) will be in the millions of dollars.

Rule 8.00 Cable Television.
Vermont Proposed Rule: 07P003
AGENCY: Public Service Board
CONCISE SUMMARY: Removes requirement for cable television companies to file tariffs of their rates and services; plus make several minor clarifications.
TYPE OF PERSONS AFFECTED: All cable television system operators; Public Service Board, Department of Public Service.
COST BENEFIT ANALYSIS: Cable operators are relieved of considerable time and expense of filing and maintaining their tariffs; they will also be better able to respond to competitive moves by telephone and satellite television providers.
