PROPOSED STATE RULES


By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. The public notices for administrative rules are now also available online at http://vermont-archives.org/aparules/ovnotices.htm The law requires an agency to hold a public hearing on a proposed rule, if requested to do so in writing by 25 persons or an association having at least 25 members.

Vermont Hazardous Waste Management Regulations (VHWMR).

Vermont Proposed Rule: 06P017 

AGENCY: Vt. Agency of Natural Resources 

CONCISE SUMMARY: The VHWMR provide a regulatory framework for managing hazardous waste by identifying wastes subject to regulation as hazardous and establishing management standards for businesses that generate, transport, treat, store or dispose of them. The VHWMR are being revised to incorporate new federal Resource Conservation & Recovery Act (RCRA) regulations (primarily the manifest rule), extend the existing Laboratories XL Project at UVM, clarify existing requirements, and make minor corrections. The rule should result in reduced economic impact on the regulated community. 

TYPE OF PERSONS AFFECTED: Interested/affected parties include: hazardous waste generators, transporters, and treatment, storage and disposal facilities; the Vermont solid waste management districts; environmental contractors and consultants; the U.S. EPA; the Vermont Department of Health; the Vermont Agency of Agriculture, Food & Markets; and various Divisions and Programs within the Department of Environmental Conservation. 

COST BENEFIT ANALYSIS: The proposed revisions to the VHWMR should not result in additional economic impact on affected parties. 

SCHEDULED HEARINGS: A public hearing will be held at 6:30 p.m. on Tuesday, August 1, 2006, at the Aldrich Public Library, 6 Washington Street, Barre, VT for the purpose of accepting comments on the proposed rule.  To make special arrangements for individuals with disabilities, please contact Steve Simoes at (802)241-3878 as soon as possible.
