By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Fishing
Vermont Proposed Rule: 05P057
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: This rule is an amendment of fishing regulations for the Lamoille River in the towns of Hyde Park and Johnson. The amendment, in section 10.5.8, changes the location of an existing special angling regulation (exception to general angling regulations) from a 2.1 mile river section between the Railroad Street and Route 15 bridges in Johnson, to a 3.7 mile river section between the Ten Bends Drive bridge in Hyde Park and the railroad trestle in Johnson. The special regulation limits harvest of trout to 2 fish per day with a minimum length of 16 inches, and restricts fishing gear use to artificial lures and flies only.
TYPE OF PERSONS AFFECTED: Anglers; landowners; license agents; and game wardens.
COST BENEFIT ANALYSIS: Long-term benefit to Vermont may be increased license sales and a corresponding increase in sales by bait and tackle shops, fishing guide services, gas stations, grocery stores and other small businesses that service the angling public. These potential impacts are difficult to quantify, but are expected to be minor.
SCHEDULED HEARINGS: A public meeting held October 4, 2005 at Lamoille Union Middle School. No public hearing is proposed. The proposed rule will be posted on the Fish and Wildlife web site.

Revision to Rules & Regulations - Visitor Conduct & Fees and Charges for State Park Services and Commercial Activities on Department Lands.
Vermont Proposed Rule: 05P058
AGENCY: Natural Resources; Forests, Parks & Rec.
CONCISE SUMMARY: Require permit for removal of earth materials from parks; Add rule prohibiting feeding of wildlife; Clarify wording on fishing in swimming areas; Clarify wording on in-park chainsaw use; Quote V.S.A. pertaining to disorderly conduct; Allow carrying of firearms in parks during the hunting season; Modify wording on pet restraint in parks; Clarify wording regarding violation of quiet hours; Clarify regulations for remote camping; Implement pet fee of $1/per pet, per day; Increase fees for ferry to Burton & Knight Islands; Allow replacement of damaged individual park passes; Clarify group use cleaning deposit; Allow modification to Seyon Lodge rules for concession license agreement; Assess fees for vandalism to park property; Add severability clause.
TYPE OF PERSONS AFFECTED: All park visitors.
COST BENEFIT ANALYSIS: It is anticipated that the pet fee will produce about $25,000 per year in revenue. We are hoping the rule relaxation regarding firearms will increase the number of hunters camping in the parks in the slower fall period. If we are able to concession out the Seyon Lodge operation, it is estimated the state parks will save bout $50,000 per year. We are looking only to recover our direct expenses when there are cases of vandalism. No other rule change will have any economic impact to the pubic or the parks.
