By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Administrative Rules for Clinical Mental Health Counselors, Marriage and Family Therapists, and Psychotherapists.

Vermont Proposed Rule: 05P056 

AGENCY: Secretary of State, Office of Professional Regulations 

CONCISE SUMMARY: These rules spell out licensing and some practice requirements for clinical mental health counselors, marriage and family therapists, and registration requirements for psychotherapists. The rules also spell out procedures and rights of parties when there have been complaints of unprofessional conduct or denials of licenses. 

TYPE OF PERSONS AFFECTED: Applicants who wish to become clinical mental health counselors, marriage and family therapists, and rostered psychotherapists.  The rules may indirectly affect schools whose graduates seek licensure.

COST BENEFIT ANALYSIS: These rules spell out the educational and experiential requirements for licensure as clinical mental health counselors and marriage and family therapists. The rules should have no economic impact on practitioners.  The only burdens are those attendant to obtaining an education to become a member of one of the licensed professions herein. 

SCHEDULED HEARINGS: January 19, 2006, 9:00 a.m., at the Secretary of State Redstone Office Building, 26 Terrace ST. Montpelier, Vermont.
