Changes to Dr. Dynasaur and VHAP premiums.
Vermont Proposed Rule: 05P049
AGENCY: Dept. for Children and Families (DCF)
CONCISE SUMMARY: This rule increases health care premiums by $1 to $10 for individuals receiving VHAP and $5 to $10 for households receiving Dr. Dynasaur.
TYPE OF PERSONS AFFECTED: DCF Economic Services Division health care assistance applicants and beneficiaries.
COST BENEFIT ANALYSIS: Total estimated annual increased revenues is $1,237,108.
SCHEDULED HEARINGS: October 31,2005 at 9 a.m., in the Agency of Human Services' Blue Room, DCF, State Office Complex, Waterbury, VT.

Changes in Medicaid, VScript, VHAP-Pharmacy, Healthy Vermonters and the Vermont Health Access Plan due to the Medicare Modernization Act and Implementation of the VPharm program.
Vermont Proposed Rule: 05P050
AGENCY: Dept. for Children and Families (DCF)
CONCISE SUMMARY: These rule changes implement modifications to Vermont rules necessitated by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA). This act amended the Social Security Act to include a prescription drug benefit in the Medicare program. State programs will no longer be the primary payer for most prescription drugs. he Vermont Legislature responded to the Governor's commitment to keep Medicare beneficiaries' coverage whole by creating a supplemental program, VPharm, to ensure that Vermonters enrolled in Medicaid or any of the state pharmacy programs would be held harmless by these changes. In summary, the effect will be that Medicare beneficiaries will have a new primary payor (Medicare) for their prescription drugs with the state medicaid program as a secondary payor resulting in an overall uninterrupted benefit package starting 1/1/06.
TYPE OF PERSONS AFFECTED: Approximately 35,000 elderly and disabled Vermont Medicare beneficiaries who are also on comprehensive Medicaid or state pharmacy programs and the groups that serve them including but not limited to physicians, pharmacists, AAAs, SHIPs, Vermont Legal Aid, the Community of Vermont Elders, the Vermont coalition for Disability Rights, AARP as well as sever divisions of the Vermont Agency of Human Services.
COST BENEFIT ANALYSIS: Staff from the Office of Vermont Health Access, the Department for Children and Families, and the Joint Fiscal Office analyzed Medicaid claims data from our EDS claims processing system to come up with an analysis of the costs of the VPharm program. This analysis took into consideration several factors: 1. Every state is required to pay the federal government through a phased-down state contribution process for the MMA program. 2. The other cost is the proposed cost for the supplemental program. 3. These cots are subtracted from the initial budget for pharmacy program. 4. The remaining balance is the balance after the supplemental program. In summary, current projections indicate that no additional state health expenditures than are currently in place will be required to successfully implement this pharmacy benefit.
