PROPOSED STATE RULES

Reduction in the Medicaid Adult Dental Benefit as Authorized by H.516 § 104a (3)

AGENCY: Human Services
CONCISE SUMMARY: The Vermont Legislature requires the Office of Vermont Health Access (OVHA) to reduce spending on dental services by $243,309 and allows this to be accomplished through authorizing a reduction to the cap on adult dental services, and utilizing other cost containment strategies. To the extent possible, the reduction is to be targeted to services received by adults to minimize the impact on dental services to children.
TYPE OF PERSONS AFFECTED: Current adult Medicaid beneficiaries and their advocates, future applicants, dental providers and the Vermont Dental Society, free dental clinics, physicians and the Vermont Medical Society, the Office of Vermont Health Access (OVHA), and the Department for Children and Families (DCF).
COST BENEFIT ANALYSIS: This rule will reduce dental spending by $223,309 as required by H. 516 § 104a(3). The remainder of the required savings will be accomplished through procedural changes.
SCHEDULED HEARINGS: A public hearing is scheduled on August 29, 2004 at 1:00 p.m., in the Office of Vermont Health Access (OVHA) Conference Room, 312 Hurricane Lane, Suite 201, Williston, Vermont.
