By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. School Quality Standards
Vermont Proposed Rule: 05P007
AGENCY: Dept. of Education/Board of Education
CONCISE SUMMARY: State statutes require the adoption of rules establishing School Quality Standards and a mechanism for determining the extent to which each school meets the Standards. The purpose of these rules, generally is to provide equal opportunity to all students in Vermont regardless of their place of residence. The purpose of this revision is to align the rules with current state and federal legislation, to eliminate obsolete provisions, and to clarify and update the content. In addition, specific changes are proposed to the rules governing superintendent vacancies and the length of a school day.
TYPE OF PERSONS AFFECTED: Department of Education, State Board of Education, school districts, school boards, school officials and staff, Vermont students and families, taxpayers.
COST BENEFIT ANALYSIS: School Quality Standards have been in effect for six years. Because the goal of this revision process was to provide greater clarity and to make the process more manageable and implementable, there are few additional requirements. At the same time, some requirements were made more flexible or eliminated outright. The economic impact should be negligible, but the monitoring for compliance and resulting determinations will likely result in economic impact for those schools / districts which do not substantially meet the School Quality Standards. It may be necessary for school districts which operate identified schools to expend additional resources to meet required corrective actions. The amount of such additional resources is difficult to estimate as each school will have unique characteristics.

2005 Moose Season - Regulation # 999
Vermont Proposed Rule: 05P008
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: This amendment to F & W Board Rule #999 places the permits and seasons into the rule where before they had been a separate rule. It also adds the Moose Permit Auction authorized by the General Assembly in 2004.
TYPE OF PERSONS AFFECTED: General public, resident and non-resident hunters, landowners and retail businesses.
COST BENEFIT ANALYSIS: If 2,090 permittees and subpermittees participate in the 2005 moose season, 208 of which would be non-residents, the benefits to small businesses are estimated to be at least $1,079,878. costs to the Department of Fish and Wildlife for administration and enforcement of the hunt is estimated to cost $70,000 (printing, postage, equipment and labor). Benefits from the sale of moose permits and applications is estimated at over $255,000.

Fishing
Vermont Proposed Rule: 05P009
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: This rule is an update of current Vermont fishing regulations (15 regulations). This amendment focuses on simplifying, standardizing and consolidating existing regulations to make them easier to understand. These updates include: housekeeping and minor edits (911 road names, standard naming format, etc); simplification within a regulation where possible; and across regulation evaluations to remove redundancy and merge similar regulations.
TYPE OF PERSONS AFFECTED: Anglers; landowners; license agents; and fish and game wardens.
COST BENEFIT ANALYSIS: Long-term benefit to Vermont may be increased license sales and a corresponding increase in sales by gas stations, grocery stores and other small businesses that service the angling public. These potential impacts are difficult to quantify.
