PROPOSED STATE RULES
By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Regulations Related to the Sale of Alcoholic Liquor.
Vermont Proposed Rule: 04P041
AGENCY: Liquor Control
CONCISE SUMMARY: The proposed rule change will update the Vermont Department of Liquor Control's Regulations in the following categories: Administrative Organization & Procedures, & Agency Rules of Practice; Definitions; General; Advertising; Hours of Sale; Credit; Clubs; Wholesale Dealers & certificate of
Approval Holders & VT Manufacturers; Alcohol Regs; Education. This rule change is proposed for the purpose of brining the regulations into compliance with Vermont Statutes, to clarify regulation language and make the regulations gender neutral. DLC is also updating its numbering system of the General Regulation, consolidating regulations from 60 to 55.
TYPE OF PERSONS AFFECTED: DLC licensees and permittees, license applicants, permit applicants, Vermont Department of Liquor Control Investigators and other DLC employees, Vermont State Police and other state and local law enforcement personnel, the Liquor Control Board, the Vermont Attorney General's office, the citizens of Vermont.
COST BENEFIT ANALYSIS: The Vermont Department of Liquor Control anticipates negligible economic impact as a result of the proposed rule changes. Some licensees and permittees may experience minor additional record-keeping requirements; otherwise, the economic impact is potentially uncertain or unknown.
SCHEDULED HEARINGS: Public hearings are scheduled for December 3, 2004 using Vermont Interactive TV (all sites) from 6:00 until 8:00pm. Directions to sites and further information is available on how to participate at the Interactive TV website at www.vitlink.org.
