By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Groundwater Protection Rule and Strategy

Vermont Proposed Rule: 04P039 

AGENCY: Vt. Agency of Natural Resources 

CONCISE SUMMARY: The proposed revision only affects the contaminant standards in the existing rule (Appendix One). The rule provides for the restrictions, prohibitions, standards, and criteria for groundwater protection that will be adopted, as appropriate, in Agency permit and regulatory programs that control activities which may affect groundwater.  Other agencies may use the rule in their groundwater management programs. 

TYPE OF PERSONS AFFECTED: The proposed changes will affect those entities that receive a permit from the Secretary , are regulated by the Secretary, or from other agencies which use the rule to implement their groundwater management programs.  The rule provides for the protection of all Vermonters by protecting groundwater quality. 

COST BENEFIT ANALYSIS: The economic impact of changing the numerical standards for these chemicals is expected to be minimal.  Affected parties of this revision would include permittees and other activities/facilities under ANR jurisdiction that it revises established groundwater quality standards in that the activity/facilities must meet at specific compliance points.  The proposed revisions do not place undue reporting requirements on any business.  The standards are health based and will provide for the protection of Vermont's groundwater quality.
