By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. 2004 State of Vermont Plumbing Rules.
Vermont Proposed Rule: 04P035
AGENCY: Labor & Industry
CONCISE SUMMARY: The 2004 Plumbing Rules provide professional guidance for licensed plumbers in the State of Vermont, as well as professional heating, cooling, and water treatment contractors. It contains licensing requirements, work notice and fee information, and current plumbing code updates. The primary focus of the rule is to adopt and amend the 2003 International Plumbing Code.
TYPE OF PERSONS AFFECTED: Plumbers, plumbing supply dealers, heating and cooling technicians, hot water heater technicians, water treatment technicians, contractors, building and home owners, Departments of Health and Environmental Conservation.
COST BENEFIT ANALYSIS: In general, the new code allows for more extensive use of plastic pipe, which is cheaper to purchase and to install than metal pipe, which will result in cost savings. The code does require additional mixing valves on hot water heaters to prevent scalding, which will add $120-$150 to installations where water heating and space heating are combined. Minimum main vent pipe diameters have been changed from 2" to 3", with a corresponding slightly higher cost for the larger pipe. The prioritization of plumbing permits has been changed somewhat to close loopholes in the old rules, this will result in higher permit fees in certain large plumbing installations.
