Rule 5.300 - Energy Efficiency Charge Methodology

Vermont Proposed Rule: 04P034 

AGENCY: Public Service Board 

CONCISE SUMMARY: The Energy Efficiency Charge (EEC) is a charge on electric customers' bills that collects funds for Vermont's Energy Efficiency Utility.  This proposed rule establishes the methodology for determining the specific EEC rates.  This proposed rule does not address the amount to be raised via the EEC (which is determined through a separate Board process).  This proposed rule memorializes a methodology developed through a contested case process, in which, almost all of the parties agreed to this methodology. 

TYPE OF PERSONS AFFECTED: All Vermont ratepayers, Vermont's electric utilities, and the Department of Public Service. 

COST BENEFIT ANALYSIS: Pursuant to 30 V.S.A., Section 209(d), an amount up to $17.5 million of financial support for energy efficiency programs can be authorized by the Board.  Collectively, Vermont electricity ratepayers will be paying this amount per year. An independent audit, overseen by the Board at the direction of the legislature, has determined that there is a net benefit to ratepayers from having the EEU in place: Vermont receives $1.93 in benefit for each dollar that is spent on energy efficiency.  Using a rule to determine the EEC will result in societal benefits as compared to contested case proceedings.
