By law, public notice of proposed rules must be given by publication in newspapers of record. The purpose of these notices is to give the public a chance to respond to the proposals. Revision to Rules & Regulations - Visitor Conduct & Fees and Charges for State Park Services and Commercial Activities on Department lands effective May 19, 2004
Vermont Proposed Rule: 04P015
AGENCY: Natural Resources; Forests, Parks & Rec.
CONCISE SUMMARY: Firecrackers/firearms, etc., shall not be displayed or discharged in any developed recreation area during operating season. Reservations for cottages may be made up to 11 months in advance. Increase in Mt. Mansfield Stone Hut from $100 to $125 plus a $200 security deposit. There will be a $5.00 reservation fee per campsite, cabin or cottage. Shelters may be reserved up to 11 months in advance vs 1 year. Rubbish removal increases from $2.00/bag to $3.00/bag. Changes location of ferry stops to Grand Isle and eliminates North Hero stop; adds a ferry day pass of $15.00/person. Seyon Ranch changes: pets are not allowed on groomed cross-country trails; conference fee increase from $150 to $300 for private groups and $75 to $200 for non-profit groups; wedding fees will be $500; overnight lodge fees $500 for group for one night; individual lodging increase from $30/person/night to $35. Commissioner of FPR may temporarily adjust fees to handle an immediate need or concern, not to exceed one season.
TYPE OF PERSONS AFFECTED: Campers who make camping reservations in advance of visit and groups using Seyon Ranch will be affected.
COST BENEFIT ANALYSIS: These changes should generate about $50,000 to help cover operating costs of state parks. The reservation fee will be charged per site reserved and covers the cost of processing the reservation, and will generate about $48,000. Fee adjustments at Seyon Ranch will generate about $2,000 annually.

Open Season, minimum size limits, catch limits
Vermont Proposed Rule: 04P016
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: This change will convert three existing "Test Waters" fishing regulations into permanent regulations.
TYPE OF PERSONS AFFECTED: Anglers; Department of Fish and Wildlife biologists and wardens.
COST BENEFIT ANALYSIS: Long term benefit to Vermont may be increased license sales and a corresponding increase in sales by gas stations, grocery stores and other small businesses that service the angling public. These potential impacts are difficult to quantify.
SCHEDULED HEARINGS: None planned or requested at this time.

2004 Moose Season - Regulation #1000
Vermont Proposed Rule: 04P017
AGENCY: Natural Resources, Fish & Wildlife Dept.
CONCISE SUMMARY: Establishes criteria for implementing a Moose Hunting Season.
TYPE OF PERSONS AFFECTED: General public, resident and non-resident hunters, landowners and retail businesses.
COST BENEFIT ANALYSIS: If 1,700 permittees and subpermittees participate in the 2004 moose season, 170 of which would be non-residents, the benefits to small businesses are estimated to be at lease $874,140. costs to the Department of Fish and Wildlife for administration and enforcement of the hunt is estimated to cost $65,000 (printing, postage, equipment and labor). Benefits from the sale of moose permit applications is estimated at $133,000.

Vermont Hazardous Waste Management Regulations
Vermont Proposed Rule: 04P018
AGENCY: Vt. Agency of Natural Resources
CONCISE SUMMARY: This revision incorporates new federal regulations and changes that Vermont's hazardous waste program has found necessary through implementation of the existing rules. The proposed rule and a summary of proposed changes are available at http://www.anr.state.vt.us/dec/wastediv/rcra/rcrahome.htm.
TYPE OF PERSONS AFFECTED: Businesses that generate, transport, or otherwise manage hazardous waste.
COST BENEFIT ANALYSIS: The proposed rule should not result in any significant additional economic impact on affected parties.
SCHEDULED HEARINGS: April 13 at 7:00 pm, Rutland City Police Department, Community Room 108 Wales Street Rutland, VT; and April 15 at 7:00 pm, Barre City Hall, Council Chambers, 12 North Main Street, Barre, VT.

Solid Waste Management Rules
Vermont Proposed Rule: 04P019
AGENCY: Vt. Agency of Natural Resources
CONCISE SUMMARY: Encourage waste diversion by providing regulatory relief for recycling facilities, update rule definitions for clarity, clarify standards for landfill closure and mobile solid waste operations, provide more flexibility for bulky waste, construction and demolition debris storage facilities and categorical disposal facilities, amend facility siting requirements, change landfill rules to allow for "overlaying" of waste.
TYPE OF PERSONS AFFECTED: Solid waste facilities and haulers, recyclers, solid waste districts, Vermont residents.
COST BENEFIT ANALYSIS: This rule will have a positive economic impact to the regulated community and the customers that they serve, which includes all Vermonters. Overlaying of waste will allow for more efficient use of landfill sites and allow for existing sites to be fully maximized. Owners and operators of other types of solid waste facilities will see economic benefit from the elimination of unnecessary regulatory requirements while important environmental safeguards are preserved.
SCHEDULED HEARINGS: A public hearing will be held on Thursday, April 15, 2004, 5:15-7:00 pm. By using Vermont Interactive Television (VIT) we will be able to reach out to Vermonters in all parts of the State. The main site will be at: Stanley Hall- State Office Complex 103 Main Street, Waterbury with other VIT sites at North Country Union High School, 209 Veterans Avenue Newport; Bellows Free Academy, 1 Hospital Drive, St. Albans; Stafford Technical Center, Rm 222, 8 Stratton Road, Rutland; and 185 Main Brattleboro.
