VOSHA Rule Signs, Signals & Barricades
Vermont Proposed Rule: 04P013
AGENCY: Labor & Industry
CONCISE SUMMARY: This rule adopts by reference part VI of the Manual on Uniform Traffic Control Devices (MUTCD). This rule, published by the Federal Highway Administration is a consensus standard which provides for uniform signs, signals, barricades and training for persons engaged in the control of vehicular traffic on work sites.
TYPE OF PERSONS AFFECTED: Public and Private Sector employers and employees that perform work in or near vehicular traffic.
COST BENEFIT ANALYSIS: Economic impact is estimated to be $412.00 a person or $1,648.00 per 4 person crew. There is no new cost for employers that work on Federal — aid highways because they have been required to comply with the 1993 MUTCD for over 10 years.

CONCISE SUMMARY: This rule rewrites the previous rule in a plain language format. The rule is renumbered, inconsistencies are removed and duplicate requirements are eliminated.
TYPE OF PERSONS AFFECTED: Employers and employees in both the public and private sectors.
COST BENEFIT ANALYSIS: None. The rule has been simplified and shortened. There are no new requirements.
