• Contact the Office of the Secretary of Administration at 802-828-3322 for specific information on the procedure for prefiling with ICAR.

Proposed Rule filings should include:

• Proposed Coversheet
• Adopting Page
• Economic Impact Statement
• Public Input Maximization Statement
• Scientific Information Statement (not required for all rules)
• Incorporation by Reference Statement (not required for all rules)
• Text of Proposed Rule
• Annotated text that shows changes (i.e. underline new items and strikethrough deleted items)

Final Proposed Rule filings should include:

• Final Proposed Coversheet
• Adopting Page
• Economic Impact Statement
• Public Input Maximization Statement
• Scientific Information Statement (not required for all rules)
• Incorporation by Reference Statement (not required for all rules)
• Text of Proposed Rule
• Annotated text that shows changes (i.e. underline new items and strikethrough deleted items)
• Copies of all written comments and a responsiveness summary
• Letter explaining any changes made to the Proposed Rule
• A copy of the ICAR approval memo

Adopted Rule filings should include:

• Adopted Rule Coversheet
• Adopting Page
• Clean text of the rule
